Have you addressed the issue with your team? Toss the ball to them and ask why they seem to be in a rut, what problems exist they think are obstacles and how the group can work together to get past them. Another option is a team-building event (small or large as budget allows) where you pose the challenge … how are we going to get to our desired result … and what are we doing to ourselves that’s keeping us from it?
